Subscribers to streaming platforms, software applications and other foreign digital services are set to face a 20% tax on qualifying payments made with Ghana-issued bank cards from Thursday, October 15, 2026.

The collection arrangement, directed by the Ghana Revenue Authority (GRA), will affect subscriptions to services such as Netflix, Spotify, Disney+, Showmax and ChatGPT, alongside productivity tools including Microsoft 365, Adobe and Zoom.

Other transactions that may fall within the scope include payments for cloud computing, online advertising, digital gaming, cybersecurity services and online learning, depending on the nature of the service and applicable tax rules.

The measure does not introduce a new tax but changes how existing taxes on qualifying cross-border digital services are collected. Banks and relevant payment service providers will collect the applicable amounts when transactions are processed and remit them to the GRA.

The combined 20% comprises 15% Value Added Tax (VAT), a 2.5% National Health Insurance Levy (NHIL) and a 2.5% Ghana Education Trust Fund (GETFund) Levy under the Value Added Tax Act, 2025 (Act 1151).

For instance, a qualifying subscription costing GH¢100 before tax would attract GH¢20 in taxes, bringing the total to GH¢120, where the applicable taxes have not already been included in the price.

The change could also affect businesses that rely on foreign digital tools, cloud infrastructure and online advertising, potentially increasing their operating costs.

However, the actual impact on subscribers will depend on how individual services currently handle Ghanaian taxes. Customers should check their subscription charges and bank notifications to understand whether the tax is already included or will be collected separately.

The GRA says the collection framework is intended to improve compliance and ensure taxes on qualifying digital services are remitted more efficiently.
