The High Court in Tamale has convicted former Northern Development Authority (NDA) Chief Executive Officer Sumaila Abdul-Rahman, two former deputies and a private contractor over procurement-related offences.
The convictions were handed down on Friday, October 23, 2026, following a prosecution by the Office of the Special Prosecutor (OSP) over alleged irregularities in a contract awarded under the Infrastructure for Poverty Eradication Programme (IPEP).
Those convicted are Sumaila Abdul-Rahman, former NDA Chief Executive; Stephen Yir-Eru Engmen and Patrick Seidu, both former deputy chief executives; and Andrew Kuundaari, Chief Executive Officer of A&QS Consortium Limited.
The case centres on a consultancy contract initially valued at GH¢5.72 million, which investigators said was increased to GH¢10.4 million without the necessary authorisation.
According to the OSP’s earlier findings, payments totalling GH¢8.33 million were approved to the consortium, exceeding the originally approved contract amount by approximately GH¢2.61 million. The investigation also identified a further claimed outstanding amount of about GH¢2.07 million.
The prosecution followed an investigation into suspected corruption and procurement breaches at the NDA. The case has been before the courts for several years and involved multiple charges relating to the procurement process and payments connected to the contract.
